Join us for a day filled with insightful discussions, expert panels, and hands-on training exercises. This years conference focuses on the theme of 'Building Bridges, Breaking Barriers.'

Tackling crime is no longer the sole remit of the public sector, and as such this event is open to any persons contributing to that effort through a recognised entity. Decision makers may include Investigating Officers, Heads of Department, or anyone whose role involves working with intelligence analysts and using their output to guide decision making.

Conference Objectives

  • Showcase best practice for navigating working relationships between analysts and decision makers, supporting the best interpretation of and impact on the criminal environment.
  • Support development of skillsets common to both analysts and decision makers.
  • Provide a platform for discussion of critical topics as relate to the analyst – decision-maker relationship.
  • Provide networking opportunities across roles and sectors.

About the sessions

Narrative Under Pressure Decision Making in a Legitimacy Crisis
Dr David M Atkinson

This interactive workshop places participants inside a high pressure decision making scenario shaped by reputational risk, contested narratives and incomplete information. Using a structured Hypothetical Decision Forcing Case based on a real world organised crime scenario, analysts and decision makers work through an unfolding integrity crisis affecting a major international institution. Participants observe live decisions, engage in short Q and A moments and reflect on how narrative framing, information drift and digital amplification shape judgement, authority and responsibility. The session concludes with a focused After Action Review and a practical framework for diagnosing narrative risk in real world operations.

Operation Everett Tackling the Supply of Vapes for Exploitation Purposes

Operation Everett is a North East TOEX initiative focused on identifying and reducing the risk of exploitation of young and vulnerable people linked to the supply of vapes. Using data processing, keyword analysis and geospatial mapping, risks within police and partner intelligence are identified, prioritised and shared to support awareness, disruption and safeguarding. The operation demonstrates effective public and private sector collaboration, improving information sharing, partnership working and overall impact.

Interpersonal Micro-Skills for Analyst-Decision-Maker Collaboration: Building Bridges Through Everyday Communication
Dr. Alp Cenk Arslan

Analyst Decision Maker collaboration often breaks down for human, not technical, reasons. This talk introduces a practical five micro skill framework listening, summarising, framing, question quality and closing to reduce friction at key moments like tasking, briefings and escalations. Drawing on decision science and organisational communication research, it shows how small, repeatable communication behaviours build trust, clarity and action across public private crime fighting environments. Attendees leave with a concise checklist they can apply immediately.

It Takes a Village to Raise a Conviction: Establishing and Maintaining Successful Public and Private Sector Relationships What Actually Works
Kelly Pereira

Successful criminal investigations rely on effective collaboration across public and private sectors, often spanning different jurisdictions, priorities and ways of working. Drawing on 25 years of experience across public, private and non profit organisations, Kelly Pereira explores what actually builds trust and momentum in complex investigations. This session shares practical insights on navigating unfamiliar organisations, engaging hard to reach partners and sustaining relationships that lead from investigation through to conviction, illustrated with real world examples of multi agency success.

Professionalising Intelligence Analysis: A Gamified Exploration of Past, Present and Future Trends
Angeliki Martinou 

This interactive, gamified session invites attendees to reflect on challenges and perspectives around the professionalisation of intelligence analysis under the Chatham House rule. Based on PhD research with intelligence analysts across public and private sectors, the session explores views on professional standards, analytical practice and the impact of new tools and technologies. Using pub‑quiz style questions and live digital polling, participants compare perspectives, surface shared challenges and reflect on how analysts and decision makers can better understand and support one another across the intelligence ecosystem.
